As of November 1994, Puerto Rico Department of Labor statistics
establish unemployment at around 14%. There are many who claim that
the actual percentage is much higher but that many people simply have
given up on obtaining a job. Other government statistics say that as
much as 44 percent of the population receives welfare aid of some
type.
Much is said frequently about an underground economy composed of
people who receive welfare aid and are also active in jobs that
are paid in cash and not reported to government authorities.
It is also said that despite all the economic development that Puerto
Rico has enjoyed since the early 1950’s, the economy in Puerto Rico
is still substantially lower than that of any state of the
United States of America.
