"Ley de Armas de Puerto Rico", establishes the legal requirements that must be met in order to purchase, possess and carry firearms in Puerto Rico, as well as the requirements for target practice and applicable hunting licenses.

General legal requirements:
1) the person must be at least 21 years old at the time of requesting a license.
2) the person must have a negative criminal record and not be awaiting trial for any crime of violence.
3) the person may not be a known habitual drunk or user of any controlled substance.
4) the person must not have been declared to be mentally incompetent by any court of justice
5) the person may not belong to any organization that is known to perpetrate acts of violence or aimed at forcefully overthrowing an established government
6) the person must not have been dishonorably discharged from the Armed Forces of the United States of America
7) the person must not be under court orders forbidding stalking or approaching a former sexual partner, the children of a former sexual partner or any other person.
8) the person must be a citizen of the United States of America or a legal resident of Puerto Rico
9) the person may not be one who held U. S. citizenship and subsequently reneged his citizenship.
10) the person must provide a sworn statement attesting to compliance with any applicable fiscal laws of the Commonwealth of Puerto Rico
11) A non-refundable internal revenue stamp for $100.00 must be submitted with the application. 12) The application should include sworn statements from people who know the person and are not related to him.
13) The application must be filed at General Police Headquarters (Cuartel General de Policía) or at the nearest police station to the person's residence
14) The Police Department must acknowledge receipt of the application within five business days. They will have 120 calendar days in which to evaluate the application. If a decision has not been reached at the end of 120 calendar days, the person must be provided with a 60-day temporary license.

Separate licenses are required to possess firearms, to carry firearms, use firearms for target practice and use firearms for hunting.
