Government services for the handicapped are normally somewhat more limited than they would be in the United States of America. This situation is gradually improving. For example, if you have a legally-blind child, there are institutions that may provide educational services. If you have a retarded child, there are also institutions that may provide educational services. However, if your child is both legally-blind and retarded, you will probably not be able to secure adequate educational facilities for that child at any institution.
